Monthly allocation to state owned tertiary institutions in Delta State has been reduced by twenty-five percent even the release of the allocation has not been regular. Speaking during the familiarization visit of the new Commissioner for Higher Education, Hon. Charles Emetulu to the polytechnic, the Rector of Delta State Polytechnic, Otefe-Oghara, Dr Clara Sogbaike said: “ monthly overhead cost from the state government has been reduced by 25 per cent from four million naira to three million naira”.
According to her, “The polytechnic now finds it difficult to carry out its statutory obligation as a result of gross inadequate funds occasioned by the dwindling allocation to the polytechnic and Internally Generated Revenue (IGR) accruing to the polytechnic due to decline in students’ enrolments.”
Sogbaike who stressed the need of the tertiary institution to generate about N50 million for the accreditation of the proposed new academic programmes, noted that it will also assist in re-accreditation of the existing academic programmes.
She explained that the monthly overhead cost from the state government has been reduced from four million naira to three million naira, adding that there is non-release of funds for capital grants by the state government for infrastructural development.
Sogbaike who told the Commissioner of the need for adequate funding, maintained that the accredited academic programmes in the institution were due for re-accreditation exercise.
According to her, the polytechnic is expecting the National Board for Business and Technical Education (NBTE) officials’ visit for resource inspection for its proposed new academic programmes. Her words: “The polytechnic needs at least N50 million to carry out these exercises”, she said while appealing to the Commissioner to assist the institution “in this regard as funding has become a serious challenge to the polytechnic due to decline in revenue from the state government to the institution.
“The polytechnic now finds it difficult to carry out its statutory obligation as a result of gross inadequate funds occasioned by the dwindling allocation to the polytechnic and Internally Generated Revenue (IGR) accruing to the polytechnic due to decline in students’ enrolments.”
While listing other challenges confronting the polytechnic to include inadequate staffing, security problems occasioned by lack of perimeter fencing of the campus and uncompleted state government projects in the institution among others, the Rector appealed to the Commissioner to assist the polytechnic in getting the governor’s approval for the first combined convocation of the institution as well as approval for the employment of academic staff in order to sustain the existing academic programmes and new ones that would be mounted from time to time.
Responding, Emetulu who was accompanied by the Permanent Secretary in the ministry, Mr. Eric Osharode and other Directors expressed satisfaction with the projects executed in the institution through IGR after being conducted round the various projects in the polytechnic by the Rector. The Commissioner assured the management of the institution that he would look at the challenges with a view to seeing which could be addressed within the remaining time frame of the present administration.
