Job Title: Consultant to Conduct Endline Evaluation: GAC-IHA Protection and SRHR Response in Conflict affected Borno State in North East Nigeria

Project Description

• With support from IHA/Global Affairs Canada through Plan International Canada National office, Plan International Nigeria will be implementing a 12-months intervention aimed at Increased knowledge of girls, boys, women and men on GBV prevention and response, SRHR, and how to access inclusive, adolescent-friendly, gender responsive services on populations affected by conflict in North-East Nigeria.
• Through this project, Plan International has targeted 14,527 people (4,898 girls, 1,985 boys, 5,979 women, 1,665 men) 4 Local Government Areas (Pulka, Monguno Jere and Bama) in Borno State with Protection and SRHR Response assistance. Project interventions directly contribute to the key objectives of the Nigeria Humanitarian Response Plan (HRP), including increasing program coverage in newly liberated areas and also aligns with Plan International’s regional Lake Chad Initiative.
• The project will contribute towards Improved equitable access to quality, life-saving protection and sexual reproductive health and rights (SRHR) information and quality gender-responsive services for IDPs and conflict-affected girls, boys, women & men (Intermediate Outcome 1) leading into the ultimate project outcome of Reduced suffering and lives saved, particularly women, adolescent girls & boys in conflict- affected communities in targeted areas of NE Nigeria.

Project Outcomes

• Ultimate outcome is Reduced suffering and lives saved, particularly women, adolescent girls and boys in conflict-affected communities in targeted areas of NE Nigeria
• Intermediate Outcome 1100: Improved equitable access to quality life-saving protection and SRHR information and age-appropriate, gender-responsive services for IDPs and conflict-affected girls, boys, women and men.
• Immediate Outcome 1110: Increased knowledge of girls, boys, women and men on GBV prevention and response, sexual reproductive health and rights (SRHR) and how to access inclusive, age-appropriate, and gender-responsive services.

Intended Users of the Endline Study Report:

• The intended users of the endline study report would include Plan International Nigeria, Plan International -Canada National Office, relevant Government line ministries like Ministry of Women Affairs and Social Development, Ministry of Health, Ministry of Education, Justice, 3Rs, Local Government Affairs and Disaster Management. Others include GBV/CP sub Sector.

Purpose of the Evaluation:

• The main purpose of this endline study is to assess the status of project progress towards the project outcomes during the project implementation period, identify key learnings and propose recommendations for future programming.
• The study will also assess progress made on Gender Equality in relation to protection programming for GBV survivors and those at risk. Specifically, looking to understand the gender equality landscape in Plan’s programming areas to effectively meet the needs of project beneficiaries.

Scope of Work

• In order to achieve the endline study purpose and objectives, the study will include primary and secondary data collection to assess progress against all relevant indicators included in the project Performance Measurement Framework (PMF):
  • % of targeted adolescent girls, boys, women and men, recipients of protection services that report improved informal and formal attention to their situation and needs (disag. by age and sex)
  • % of targeted women and girls that report improved informal and formal attention to their SRH and GBV situation and needs (disaggregated by age)
  • Level of satisfaction of adolescent girls, boys, women and men with the quality and responsiveness of protection services provided by case management workers (disaggregated age and sex)
  • Level of satisfaction of girls, boys, women and men with the quality and responsiveness of CBCPC response and referral services (disaggregated age and sex)
  • Level of satisfaction of girls, boys, women and men with the quality and responsiveness of SRH services (disaggregated age and sex).
  • Link outcomes to specific project initiatives in line with the theory of change.
  • Extract success stories attributable to the key project intervention
  • Document lessons learnt and proffer recommendations for future intervention.
• The endline study will be conducted in 4 Local Government Areas (Gwoza, Monguno, Jere and Bama) in Borno State. The key stakeholders in the endline study will include but not be limited to: Head of health facilities, community leaders, government stakeholders from ministry of health and women affairs and social development, women, men, adolescent girls and boys.

Qualifications and Experience
Plan International is looking for an experience consultant(s) with experience in carrying out similar work in Borno state, or similar regional context, and should have the following qualifications:

• At minimum 5 years of experience in collecting data and producing quality mixed-methods evaluation reports, including at least 3 recent assignments in child protection or GBV in emergencies
• The lead consultant should have at minimum a master’s degree in a related field such as social science, gender studies or development studies
• Demonstrated experience in qualitative and quantitative analysis
• Experience and knowledge in carrying out similar studies, reviews and/or research, particularly outcome analysis using social science theory and methods.
• Familiarity with humanitarian response and knowledgeable of the context in Borno state
• Understanding of conflict-sensitive analyses and programming.
• Experience in Gender-sensitive/inclusion and human rights-based approaches, including designing methodologies and studies that appropriately reflect these approaches
• Demonstrated experience in participatory methods, particularly in collecting data and working with refugees and vulnerable people, including tested ways of engaging with refugees and vulnerable people for the purposes of data collection.
• Excellent writing and communication skills in English and relevant local languages
• Ability to work within set deadlines, and to write clear, concise reports in English.

Proposal Evaluation Criteria

• A proposal detailing the technical and financial aspects for the endline study (with consultant’s understanding of the assignment, a clear reporting format, consultant(s)’ up to date CVs, detailed study cost) should be submitted.

All proposals must include the following Details:

• Proposed methodology and justification
• How the consultant will ensure quality at all steps of the process
• How analysis of each type of data will be completed
• Implementation plan
• Specifically, considerations for child and young people safeguarding and gender throughout the study, demonstrating what approaches will be used to ensure that child protection, safeguarding and gender considerations will be applied throughout the design and the data collection phases of the study
• Demonstration of how the consultant (and their team) meet the qualification and experience required, as detailed above

The Technical Proposal will be evaluated based on the Quality Cost-Based Selection (QCBS) criteria:

• The individual general reliability as well as experience and capacity in the carrying out the assignment (30%).
• The approach in responding to the TOR and detailed work plan (45%).
• The qualifications and competencies of the proposed personnel for the assignment (25%).

Proposals obtaining more than 70% of the technical points will be considered technically suitable and qualify for a financial assessment.
