Amidst allegations of relying on the office of the secretary to the government of the federation to disrespect the orders of the minister of education to proceed on terminal leave, the Non-Academic Staff Union (NASU), National Examinations Council (NECO) chapter has insisted that the embattled registrar of the council, Professor Promise Nwachukwu Okpala must proceed on terminal leave in line with the statute guiding the tenure and operations of NECO Registrar.

LEADERSHIIP gathered that the refusal of the registrar to proceed on the terminal leave as directed by the minister of education, Mallam Ibrahim Shekarau is causing confusion in the council.

In a letter dated 26/1/2015, addressed to the minister, the registrar said he would not go on terminal leave and hand over to the most senior director in the council as directed by the minister because the minister did not appoint him and his re-appointment letter from the SGF, Pius Anyim indicated April 2015 as the expiration date of his tenure.

The staff of the council, agitated by the position of the registrar, said at a news conference over the weekend that the registrar must go on the leave as expected of a public officer.

The NASU chapter chairman, Comrade Abdulrasheed Rabana, at the conference described the tenure of the registrar as the most turbulent, adding that “going by his performance in eight years, it was a tragedy that someone like him was made to run an organisation like NECO, because he failed in all aspects”.

Rabana alleged that the registrar was despotic, which was why he blatantly refused to comply with the directive of the minister of education that he should proceed on three months terminal leave before the expiration of his tenure, because he felt he had the backing of the SGF’s office.

The NASU chairman said, “The minister of education directed through a letter on the 12th of January that Professor Promise Okpala should proceed on terminal leave and hand over to the most senior acting director in NECO.

“Rather than complying with the directive, he chose to start lobbying some highly placed government officials, particularly the SGF, Senator Anyim Pius Anyim to perpetuate himself in office as registrar of NECO”.

Rabana further alleged that the registrar was particularly predisposed to impunity, constantly ignoring the basic rudiments of public service to satisfy his personal property, ignoring decency, due process and accountability as stipulated by the public service regulations.
